Police in Patna, Bihar used water cannons and mild force to disperse protesters demanding the cancellation of the Bihar Public Service Commission (BPSC) exam held on December 13. The protesters, who were joined by Jan Suraaj founder Prashant Kishore, attempted to march towards the chief minister's residence, prompting police action. The protesters had gathered at Gandhi Maidan despite warnings from the administration that any demonstration would be considered unauthorized. The district police registered an FIR against 21 known persons, including Prashant Kishore, for organizing the gathering. The share of total health expenditure as part of the gross domestic product (GDP) went down to 3.3 per cent in 2017-18 from 3.8 per cent in the previous two years, according to the national health account data released on Monday by the health ministry. The share of government expenditure as part of total expenditure as well as GDP has gone up from from 3.78 per cent to 5.12 per cent between 2013-14 and 2017-18, which could also explain a decline seen in out of pocket expenditure in 2017-18. Union Health Secretary Preeti Sudan held a high-level review meeting through video conference with the chief secretaries, health secretaries and National Health Mission (NHM) directors of these states, the health ministry said. 'These states are witnessing a surge in COVID-19 cases since the last three weeks as lockdown rules have been eased and inter-state migration has been allowed,' the ministry said in a statement.
